I went to one neighborhood where only one house flooded

Well, that's what happens when your house is the lowest one in the neighborhood and you are 5 ft above the normal level of the creek that runs by your houses.

Is the whole neighborhood prone to floods? no

People understand this for the most part, and have discussed the various outcomes in some detail. A thread title is just a headline meant to give an overview of what the thread is about, it cannot account for all the possible variants that the thread itself will uncover .
