We are new to the area. I taught special education in Louisiana for 7 years prior to moving. I already submitted my certificate and college transcripts to the TEA and am awaiting a response. I was talking to a neighbor who works in the school system about the process and he informed me that TX is very picky about accepting other states teaching certificates. He said that because my certification in LA is not identical to one in TX, I would have to complete an alternative certification program. I hold a graduate degree in education, would TX really require me to start over in an alt cert program? Has anyone else had issues with this?

Most likely no. There's usually a standard such as years taught (7 is way more than enough) or degrees held (a graduate degree in general ed or special ed?). Texas is definitely not as picky as many other states and should have agreements with Louisiana for reciprocity. After Katrina, they waived a lot of requirements for LA educators, but I think those were temporary. I'd be surprised if you had any issues with your qualifications.

Ive heard but not positive that you’d need to take and pass the Texas teachers certification tests. That seems reasonable.

Another poster a few years ago grumbled that Texas acts like a foreign country in this department. They begrudgingly dreaded having to take the exam, even with years of experience in other states.

Yes, my wife is a teacher and we moved from NY. You can't just transfer your cert from another State to Texas, you have to take the Texas exam.
