The OP asked WHY Baytown is experiencing a population growth surge. The answer is booming petrochem employment. The area lives and dies with that industry. Petrochem had been stagnant for decades, which is why Baytown also stagnated. Now that petrochem is again booming, Baytown will see a nice wave of new construction. Hopefully they can clean up some of the neglected areas like San Jacinto Mall. Looks like the old Goose Creek Country Club grounds are being redeveloped into new houses.

San Jacinto Mall is in the hands of Fidelis which is attempting redevelopment but having difficulty with the lease covenants on the anchor tenants.

Yes, the old country club is being redeveloped into single family homes.
