So I'm in a weird situation and really need some advice. My name is not on lease, but I have been living in a place for over a year and never missed any bills. Neighbors all know who I am. My issue comes in where my roommate is going through my stuff, while I am away. What am allowed to do? Can I call the police even though my name isn't on any lease or do I just pretend I have no clue and try to get my stuff and move. I really don't want anyone else in this situation though if I did leave.

He's not in the lease, but does it really mean he has no civil rights?

I’d move ASAP. Easy to do since you are on no lease.

Just leave.
The next person isn't your responsibility. It's nice of you to be concerned but you aren't going to be able to police the roommate forever anyway.
Consider yourself lucky to have discovered this when you did and just move on.
