Personally, out of those three I think that Baytown is coming uo and fixing themselves. It seems cleaner whenever I drove through it. Maybe it's just me.

Yeah, I'd concur with Baytown, but all three have good location potential.

Baytown has been booming and cleaning itself since '13 or '14 with all of the industrial expansions going on. I'd say it is the "cleanest" of the 3 overall nowadays. They still have plenty of high crime areas and I don't think its location is all that good though.

The San Jacinto Mall is about to be rehabbed. I'll believe it when construction starts, and at completion look at the shopping traffic.

Personally I’d go with Pasadena. The south side borders the clear lake area, has great police and city services and its proximity to downtown, Galveston and clear lake gives it a lot of versitality. The north end which borders 225 and the industrial areas — I’d pass up on.

Texas City came out with minimal damage in terms of buildings flooded from Harvey because of the pumps and floodgate, and in a widespread deluge like that is one of the safest places you can be for it all. So there's that much going for it.
