Yes, Houston has aggressively swallowed up land and basically neglected the far out areas in the ETJs. Someone must have stock in oil to keep rail from ever reaching its true potential.

its like the astroworld land, they sold it thinking it was going to spur a massive development and all it became was a damn parking lot.

Are elevated trains more expensive than underground? I would assume they're slightly cheaper, but significantly more expensive when compared with doing it at-grade.

Probably a pipe dream though.

From what I've read, your cost assessment is correct, in terms of construction costs. However, if the at-grade option requires expanding the right of way, that adds a lot of cost in expensive parts of town. Some might try to throw in some sort of perceived congestion cost for at-grade as well (though I think that's overblown, and boils down to intersection management).
