Do you have to be in channelview or just within so many miles of it? IF so, how many miles are you willing to drive?

You've obviously never been to the east side of Houston. You might find a nice apt complex but you are just downwind of a hundred refineries and petrochemical plants. You've got to get upwind! I'd get a place around the Galleria and put up with the traffic. Maybe somebody who knows houston east of downtown (I admit I don't except many of the areas I've been in on the east side seem pretty rough) knows a nice apartment complex just west of the ship channel. I think you've got to get at least to S. Shephard area just west of downtown to be safe and upscale. Lots of nice restaurants in that area and clubs. Might have to pay a bit more than $750.

If you need to be on the east side, the best and safest place would be Deer Park. You can certainly rent an apartment for that much. The only drawback is that to get to Channelview you would need to cross the toll bridge or take the ferry across the ship channel. Another good alternative with a fairly short commute time would be to rent an apartment in the Fall Creek area (one of the ones on Beltway 8). In Channelview proper, the best apartments are the newly built ones on Beltway 8 between Wallisville and Hwy 90 IMO, they are sort of across from the Walmart and other stores.
