The recruiters that specialize (like myself) are completely competent thank you very much. If I wasn't, I would not have been with the same company for many years successfully placing candidates.
I guess my point, katydiva, was maybe that's the problem. Maybe her husband has an incompetent recruiter.

And wouldn't a good recruiter tell a client they were a DNU? Or do you make money of these people?

This is true. Once I got a call @ work from someone outsourced to check references, from a call center in India. I answered all those personal questions and gave myself a STELLAR reference. LOL. Didn't get the job, but I wouldn't work for a company that I knew used such cheap tactics. With those kinds of questions, any jealous ***hole with a chip on their shoulder could virtually ruin somebody if they felt like it.

A good recruiter would never send a bad candidate's resume over to any of their client's in consideration for jobs in the first place. I personally will never work with someone who later down the line might hurt my reputation. So the answer your question, no I will not make money off of a candidate I would consider to be risky.
