The $7,000 quote was to move the meter to the front of the house from the back. I can see it costing that much, as it requires either a long run of pipe from the back to the front or a new tap into a main on the front of the house. When we had our house repiped in 2010, the 30 feet from the meter to the house was over $1,000, and that was an easy job.
