Katy, or Kingwood for Nice, New, Apartment Living?
Items of importance:
1) Safety,
2) Good elementary school,
3) Scenery (trees, ponds, parks),
4) Nice Apartments,
5) Friendly residents,
6) Close to Work (No more than 30 minutes to Downtown),
7) Young family enviornment,
8) Predominately Caucasion

Well, Katy wins in everything except scenery (there are trees, but not like Kingwood in the forest) and being predominately Caucasian. There are more whites in Katy than anything, but Katy is pretty diverse nowadays, and that's what I love about it now. Asians are about the second largest group (tied with Hispanics in most areas), and then Blacks (like myself), and then everyone else.
Katy will have the best safety, schools, apartments, and has a better young family environment. Plus, better shopping! They are building a mall in North Katy (Dillard's, Macy's, etc.), and you have La Centerra in Cinco Ranch. Not to mention West Oaks Mall, Memorial City Mall, and then Uptown Houston with the Galleria. Katy is closest to all of these.

I love that about Sugar Land, too. My hope is that it will equip my children to be more effective in a diverse world than if they only interacted with Caucasian children like themselves.

Sugar Land is the most diverse! It is a third Asian, and has a ton of Nigerians.
Out of the four, in terms of diversity, it goes like this: Sugar Land, Katy, Kingwood, The Woodlands.

Yes, if you drive your car in. There is also METRO in two places in Katy, as well as the Westpark Tollway.
