I'm in 77023, which encompasses Eastwood, Idylwood, Woodleigh, and a number of other smaller, 20-40's era neighborhood. If you are looking for a fixer-upper in 77023, unless you are looking for a large home, you will find one for much less than $250k, probably in the $150-180 range.
The challenges are (1) finding one worthy of fixing up (many tend to be dilapidated or in great shape and priced accordingly), and (2) finding 3/2/2 or larger homes. A very viable option to consider is buying a duplex and converting it to a single-family. If it is on a predominantly single-family street, you can probably find a large one, and can live in half and work on the other half. We have a few of those near us and they are very spacious, like 2500-3000 sq ft. We tried hard to find one, but the only ones we came across we on bad streets, or were way overpriced.
I cannot comment on the other areas, except that I don't think 77003 has many homes left...it's townhome-city around there .

If it were me, these are the ones I'd go with over the others. 77007 or 77008 probably at the top.
Of course, it also really depends on the specific neighborhood, not just the zip.

But what are the chances of finding a larger home, 3 bedrooms with 2 full baths, (or greater) for under $250,000 in 77007? I never say never since it varies a lot, but pickings would be slim, if at all.
77008 I doubt would be much better. Again, there may be something but in a 3/2 for that price, I dunno. I am kind of skeptical of what you would find. Some real train wrecks for sure.
There are soooo many zip codes listed that is covers a large swath of area. It would help to narrow it down. I don't think you will have much luck in finding a larger home (with 2 full baths especially) for under $250k in most of the western half of the inner loop. The areas just beyond the loop like Garden Oaks, Memorial & Meyerland are not going to offer it. You can get a small one maybe in Oak Forest or Shepherd Forest for that price. You could go to the SW fringe of the loop and find something in the 1800 -2200 sq ft range in the Westbury-Willowbend area, certainly if you go out as far as Maplewood.
Places east of Hermann Park would work, Washington Terrace, Riverside, etc. The places in 77023 that Travelguy mentioned certainly would work. And in 77017 you could get something in Meadowcreek Village. I live in 77061 because you can get a larger home on a decent size lot and still be right at 610.

You're right... certainly not single-family, maybe a townhouse or condo fixer.
Good suggestions on the other areas...

Eastwood 77023, potentially the new Heights
77017, good choice as well
77003, maybe if you are looking to build new
77020, maybe if you are looking to buy the entire street (which probably wouldn't be much) and looking to build new

77023 - Eastwood - my realtor recommended this recently - it's still affordable and lots of fixer-uppers available in your price range. The Metro rail is going to be going through there, though, so check that out first - wouldn't want to be too close or too far.
77009 - not much left in Norhill/Woodland in your size/price range, but if you go across 45 to Lindale - I really think that would be a good investment area and there are some great homes on HUGE lots that would be wonderful projects.
77008 - can still find some possibilities if you go far enough west, but be sure to check the flood maps carefully.
