Default Hardy Toll

Still being in PA, for the time being, I have been in contact with realtors, salespeople, etc...and one just told me te Hardy Toll has a plan to complete itself all the way to downtown in the next 2 years. What's the real scoop?

That's what was announced although I wouldn't be surprised if it took longer.
