I have a friend who is a single mom and has a small baby with sickle cell. She needs government assistance for an apartment and daycare. How would she go about getting some assistance? Thank you in advance!

Most important, get mom and baby on Medicaid (they'll be able to help with food stamps and other assistance info): Texas Medicaid Program

Have them sign up for WIC, which will get them vouchers for baby formula, milk, cheese, juice, etc. They also will provide wellness and nutrional info/support: Texas Department of State Health Services, Women, Infants and Children Program (WIC)

Look into Section 8 housing thru HUD: Section 8 Housing Program - TDHCA

The apartment thing can be tricky, section 8, if she even qualifies has a long waiting list. Actually the daycare can be a problem as well unless she is actually on welfare. I used to have a young single mom who worked for me. She made about $8.00 a hour (this was quite a few years ago) still she did not qualify for anything other than WIC. She didn't even qualify for food stamps.
