Why there is no fence or some sort of barrier between the lakes and streets in many of those communities... Leave adults, its very dangerous for little ones..

I don't understand questions like this. Seriously. It's tragic that this happened, but what kind of barrier would be good enough that would not hinder the lake view everyone pays for there? It's a risk like everything else...and a very LOW risk, IMHO!

So, should we just not have lakes then?

Most ponds are there for storm water control and for asthetics. If you put a fence around it, it will not be very pretty will it? It is also pretty impractical. Not mentioning that fences don't usually last long anyway. I'm not familiar with this specific area so cannot comment on those ponds specifically.

A better question is why allow people to drive at all with 40,000+ people killed yearly in traffic accidents. :P

This happened last year in Twin Lakes....very sad.
Mythbusters had a show on this and it said to wait till the car fills up then you can open the doors.

I hate to sound callous here, but if this pond was in the subdivision that they had resided in for years, then how could they have failed to negotiate the curve before driving right into the pond? Something sounds fishy to me. Perhaps the driver had a medical emergency?

That made me very nervous when I looked at Southern Trails... there was no fence between the playground and the water channel. I figured I was being an over-cautious parent, but I guess this story shows I was right to at least be wary of the situation.

Because they thought people would drive on the streets and Missouri City Homes have lakes but thats a HOA problem, they found the couple yesterday at 330 on 15 ft deep water

Why? A fence will not stop a car that's going fast enough to reach sinking depths. It will not stop an older child or adult from climbing it (barring a BIG fence which would look stupid and be expensive) and if a younger child is left to roam into the lake they can just as easily walk into the road which is even worse. Parents should be parents and adults should be responsible for their own actions. It's not the lake's fault.

Seems a rather pointless and somewhat paranoid proposal if you ask me.
