I never did understand why the beltway 8 signage is only for the service road and the Sam Houston is only for the actually tollway itself.The only logical thing to do is renumber it to I-245 or I-445 and call it the Sam Houston Beltway.

One is the Beltway. One is the Tollroad. It's up to you if you want to pay on go on the Tollroad. If not, you stay on the Beltway.

Letter and number designation as such (I) are generally reserved for federal highways.

The beltway is a function of a local government such as the county. The land was appropriated many many years before there was any concrete. The county (or state) then appropriated the funds to build the feeder roads but not funds for a highway. The actual highway (the toll road) being a pay for itself construction. Until paid for, it will not have any other designation than Toll Road.
