Cla and VickiMBA are 100%correct, with that being said, I think Long Meadows farms is the best out of the bunch with Lakes of Bella Terra coming in second.

Long Meadow Farms does appear to be nice. But really it isn't much closer than the southern part of Cinco...5 minutes maybe? I think if you wanted to be much closer to Sugarland you might even want to look at New Territory. I would avoid Chelsea Harbor, and even probably that Orchard Estates or whatever it's called. Aliana might be a better location.

I agree with the others, look at locations along the inside part of the Grand Pkwy.
True about Long Meadow Farms.
There's one called Waterside Estates (I think) that's more between the two cities of Katy and Sugar Land. It has a Richmond address and the elementary school (Oakland) is right there in the subdivision.
Aliana would also be a good choice, if you want something really new, can probably get a good deal on an inventory home right now.
Chelsea Harbour is not the most kid-friendly place IMO... the homes are on small lots without much yard and almost all of them back up to little water canals. Nice place if you want no yard work and water views, but otherwise...
Orchard Lake Estates and Old Orchard are very nice but don't have direct access to the Grand Pkwy out of the subdivisions (they are inside it but not along it).

Have you looked at Woodbridge Estates?
This one is a tad bit higher than what you are looking for, but it is a buyers market, and you could negotiate:
