Default City of Houston lighttrucks during weekends

For a couple of weekends now I've been seeing those white City of Houston lighttrucks roaming our neighborhood slow enough to have the hazzard lights on, almost stopping when a home's garage doors are open, has brand new gardening work, and stopping at street corners for about 30secs. Does anyone know what could they be doing? is this kind of wireless meter reading? its quite odd it stopped longer at my house and literally just passed others

I saw one City of Houston SUV driving around my neighborhood writing parking tickets to people parked near hydrants, in the wrong direction etc...
