The best flour tortillas used in tacos are at Chilosos on 20th Street , about 2- 3 blocks west of North Main.

I find that the tortillas from HEB (those locations that make them fresh) are delicious. Fresh is the key, and those HEB's make it easy to integrate into your grocery shopping.

Over on the SE side, right where Houston meets Pasadena, there are numerous Tortillerias. You can find lots of small tortillerias in Mexican areas and these are the best place to get them, although they go bad quicker because they don't have preservatives or anything; they are made fresh to be eaten fresh.

As for pan, I can't say I notice too much of a difference from place to place.

Los Cucos mexican restaurant sells flour tortillas. They are almost as good as my mom's homemade tortillas.
