The Woodlands is a whole 'nother city! (but really - ~35+ miles to UH or Rice). I have rented all over the city (nomadic!) in the last decade - not the suburbs, though - so I can offer personal experience. I wouldn't say rents have risen all that dramatically, so I'll just give rents I paid.
In Montrose, the cheapest (and this was last year) was $560/1br and others have been under $700. Museum District (Southmore area, west of 288) was about $700 a few years ago. Medical Center - right now is $650/1br, but previously have paid ~$700. I have lived farther out (Gulfgate, Hollister/290 (gag!), Meyerland, Bellaire, and west of the Galleria) but I'd recommend Montrose or Museum District in light of your school possibilities.
For crime, the only time I have been a victim was in the Museum District area (petty - bicycle theft), and in the Medical Center - major car burglary. It's just chance though, and stuff happens everywhere.
You can use har.com to find rental properties or use Craigslist, too. The cheapest ones I found were by yard signs, though..

To the O/P. You can find apartments within the 480.00 range in Houston. The only thing is you mentioned that you were concerned about safety. The $480.00 price range will more than likely land you in a undesireable part of town. It's okay, when i first moved to Houston 5 years ago, i stayed in Indigo Falls apartments off I-45 and Edgebrook on the Southeast part of town. During my stay, my girlfriends car was vandalized and i had to pass by drug dealers everyday.
Over the years, i think the police have started cracking down on that area a little bit. Another option is The Bristol Apartments on the other side of I-45 and Edgebrook. I stayed there for a year and it was very quiet and never ran in to any dealers or had any vandalisms. I work downtown Houston and it only took me 10-15 minutes to get there from where i live. The only thing i didn't like was their Customer Service/Management office. It seemed like it was run some caucasion stuck-up valley girls who acted like the Customers had to kiss their butt.
Another option is Meadowridge/ Villages of Westridge apartments by the Reliant Stadium and Astrodome. It's between Kirby and Main off 1-610. Those are decent but slightly out of your price range. I pay about $510 for a 1 bedroom. You're less than 5 minutes from the Texas Medical Center, Rice, and 7 minutes from downtown. AND you're in the heart of the city. It doesn't get any cheaper than that in that location. The only downside is it can be hectic fighting traffic to get to your apartment when there's an event going on. Especially during The Rodeo which lasts for a whole month.
Let me know if i can help you even further but can't help but wonder how you know if Houston is right for you if you've never visited.

Unfortunately, you get a lot of that regardless of the apartment complex, especially if you're not in one of the higher-end complexes. It's kind of like going to fast food restaurants, where the customer service is usually no better than okay but often times awful.

Fifi, I have a suggestion for you. Rice and U of H are pretty close to one another. Go to google maps and click on "Get Directions'. In section "A" type in "6100 Main, Houston, Texas 7700" (this is the address for Rice U). In section "B" type in all of the places you have found. You will instantly see how far you have to travel to get to school. But keep in mind, rush hour is from like 7:00 am - 10:00 am, and then from 3:30 pm - 6:30 pm. So you will need to add some extra time to your commute if you are riding a highway.

I don't mean to be a jerk but I could not tell if the poster is a foreigner or her grammar is really that bad.  Anyways, I would definitely recommend having your essays reviewed before you apply for admission at U of H.

OKAY, NOW THAT I KNOW I CHANGED TO $500 UP TO $620, not more then that, because i will be alone and wouldnt want any trouble so im willing to pay a little more just to be confortable lol

NO PROBLEM, WELL I BEEN TO DALLAS 3TIME, AND MY FRIENDS TOLD ME WAS THE SAME AS HOUSTON, I FELT IN LOVE WITH THE WEATER JUST THAT IT WAS TO HOT LOL, BUT VERY CLEAN AND VERY NICE, THE SCHOOLS, EVERYBODY'S NICE AND FRIENDLY, WELL IM ORIGINALY FROM WEST AFRICA (IVOIRY COAST) SO HOUSTON KINDA REMINDS ME OF HOME, THE LIFE AND ETC...+I HATE THE COLD WEATHER AND I DONT LIKE MICHIGAN, I BEEN HERE ALMOST ALL MY LIFE AND IM JUST TIRED OF IT, SO I TOUGHT HOUSTON OR ATLANTA WOULD BE A GREAT PLACE FOR ME, THAT i WILL LOVE to live at..I NEVER BEEN BUT IM SURE I WILL LOVE IT!! These areas are in Clear Lake/ NASA areas which are a good 30 minute drive from the city on a good day.
I'm telling you, Meadowridge/ Villages of Westridge are your best bet if you want to be in the city and be able to afford it. The apartments have a security gate and it's quiet and safe. Here's a link if you want to view the Apartments and some photos.
