Is it true that if someone obtains a legal judgment on you, they cannot place a lien on your home or force a sale?

Also, it is true that property taxes can be reduced by 20% of the appraised value when claiming a home as one's primary residence?

I dont know if it is 20% but substantial saving when you file homestead.

I believe I heard somewhere that if someone wins a lawsuit against you in Texas they cannot take or put liens against your primary residence and one vehicle. I'm not a lawyer so you might want to confirm this.

They can certainly put liens on your home, they just cannot foreclose on them. They have to wait until you sell it, or die to collect. A friend had a lien after a judgement against a fellow who injured him severaly in an auto accident. When the fellow died 15 years later, my friend ended up with the house due to the lien. I believe there is an exemption on the foreclosure aspect for child support and HOAs, but not real sure how that works.

The exemptions for your home for property taxes varies depending on the taxing authority. For example, some school districts give you a flat $15,000 of your appraisal value. Other school districts may give you 10% off your appraisal value. It depends on where you live.
