I can't find the article, but what I read is that TXDOT had a company contracted to water the new trees but only had the contract for less than half a year. The drought came after that, plus Hurricane Ike really didn't help. However, I heard they were going to replant many of the trees this fall so they can have a chance to develop before it gets hot again. No word on whether or not they contract a company to water them.

every landscaping company knows you plants trees in the winter / spring when trees are dormant. They don't go into shock as live or "awake" trees do. Millions of dollars and no one took time to plan out low maintenance plan. DUH!!!

and here in the nearer west i'm scratching my head because I see our medians have too many young trees, the trunks are 2 feet apart from each other

Not only talking moneywise, it's just a shame to abandon living organisms go to a certain death. We know better than that. It's so sad.
