we did some pier foundations yesterday in 5th ward on a couple new homes. talking to the builder it turns out they picked up 10 lots for $10 ($1/per lot) from the city. the lots where abandoned and so the city sold them to several different builders. then the builders build very "affordable" housing (habitat for humanity style) and then sell them for very cheap.

this is a "win win win win" IMO, the builder gets lots cheap, the city will get a new tax base some family will get a NEW home (i believe they get special financing as well) and the 5th ward begins getting a "makeover"

it is amazing how bad that place is right now though. my brother is considering calling the SPCA as the "apartments" next to the job had 3 dogs tied to a fence with about 2 ft of rope, no water in 108 deg heat index.

He should call, but he should be discrete about it. If the people find out who called, the dog owners will seek revenge of some kind. 'Comes with the territory.
