Sugar Land or Telfair Residents
Again, Today I had issues getting to my street since there are a few single family homes that are being used as multi-family homes. These homes have so many cars that it fill the complete driveway and street. Is this something that is in the HOA Deed restrictions or in the Sugar Land City Code?
I don't think if one can't afford to live in a house on their own Family income, they need to bring 3 relatives to split the load. long-term, this will reduce property values. I don't mind the occasional home with say a grandparent or an aunt, but I am 100% positive that these homes are being used by several families with all their children and all. (8-15+ people in a house!)

I *think* (because I've heard this but I haven't actually read the deed restrictions to know for sure) that having so many adults in one home is prohibited in New Territory but allowed in Telfair, but in reality, it happens in both communities. In the cases I've seen, it isn't really "several families" but one big extended family with several generations.

Ask the HOA about the cars parked in the street. They may not be able to do anything about too many people living in the house, but often can do something about cars sitting in the street not moving for long periods.
Doesn't Telfair have an HOA website/forum you can ask questions? If not, DM me, I have a contact there.
Also, it may be a cultural thing to all live together... rather than a financial thing. One of my best friends (grew up in Thailand) lived with her parents for at least a year after getting married (her husband moved in too) and she told me this was completely normal (even expected) in their culture.

I had a friend in High School who had his whole family living in an Avalon home. I think it is partially a cultural thing meaning that the people living in the house see nothing wrong with it. And of course the financial situation is much better when you have such a large home being paid for by several adults.
You do save a lot of money.
But I'm sure thats not going to stop any of you from complaining to the HOA so I would love to see how this complaint will pan out...
Very similar to the GoldShire homes incident indeed;
a few of the same people involved also... interesting.

I have no intention of complaining to anyone as I don't care that much...I was simply sharing an observation with the OP who asked.
Not sure how you see a similarity to Goldshire...

It is mostly a cultural thing...plus the houses are so big and cheap. Where else can you find a 5 bedroom 4000sq ft house for 300,000 but in the burbs of Houston.

I'm surprised it's not in the HOA. Ours specifically says no multi-family households,with a clause that explains multi-family to include generations within the same family, but excluding caretakers. And this was written in the 60's.

LOL! If someone finds a 4000 sq ft house in Telfair for that little, please tell me. Or anywhere nearby it for that matter, that's not a complete fixer...

They start at 225,000 and at least 15 are under 300,000
Canyon lakes, RiverPark, all built this decade mostly 2004 or 2005
all over 5 bedrooms and over 4000 sq ft
