It is to me.

"Bland" would probably describe it more accurately, but Heritage Plaza causes it to drift over onto the ugly side.

No zoning, lack of decent urban planning, lack of scenic landscape, no consistency, gritty, cemented bayous,and more. That's why people think Houston is ugly.
