Why are house prices substantially lower in Harper's Landing compared to sections west of 45?

I'll be moving to the Houston area within 1 year and this area intrigues me. Thanks

The prices are generally lower in Harper's Landing because it was oriented more towards the starter and first time move-up homebuyers in The Woodlands. The land east of I-45 that Harper's Landing was originally all part of The Woodlands Trade Center (thus the surrounding light industrial buildings and railroad tracks running through part of the development), although from what I understand the Trade Center did not take off as expected and and thus Harper's Landing was created. The original builders were Ryland, Lenner, Ashton Woods, Morrison, and Pioneer/Plantation Homes.

One big advantage of Harper's Landing is the quick access to I-45 compared with other newer sections of The Woodlands such as Creekside Park and Sterling Ridge. Montgomery County is currently revising their FEMA floodplain maps so it would be worthwhile to check if Harper's Landing would be affected by the changes given its proximity to the San Jacinto River.

Yes, Harper's Landing is the only residential neighborhood in The Woodlands that's on "the wrong side of the tracks" -- meaning, on the east side of I-45. All the rest of the Woodlands residential is on the west side. However, Harper's is just as beautiful, just as lush, and if you want affordable Woodlands housing, it's simply unbeatable. It's got excellent access to I-45 and lots of commercial/retail all around it, it's in the village of College Park so it's right next to the colleges, and it's very convenient to the Town Center than the newer villages like Creekside Park.

If you're after "status", you'll need to be on the west side of the freeway. But if you want convenient living and great value while still being a member of The Woodlands community, Harper's Landing has a lot to offer.
