Why couldn't metro build a new park and ride on 249 like near Louetta road or Spring Cypress? They could get with the HCTA and maybe run the buses down 249 to beltway 8 then down the 45 HOV lane.

I dont think that would work. Seton Lake PR is too close from the area you are suggesting.

They won't do it. 249/Louetta is too dangerous for people to wait outside for the bus.

249 and louetta is far less dangerous than the Kuykendahl park and ride. The thing is about most of the criminals in Houston if you act aggressive toward them they will usually leave to go find easier targets. Downtown Houston doesn't bother me at all at night but downtown Dallas is scary. The criminals there are a lot more aggressive. Maybe its because HPD and the sheriff and constables have a reputation.
