In this chase Google is wrong. Houston permits department no longer accepts payment via the form anymore. Mine was sent back a few months ago when I applied for my permit.

The new system is at this site. The permit is instant to be printed.

We had the same issue. Our alarm went off (Houston), they called the police and they wouldn't come out since we didn't have a permit. We didn't even know we needed a permit until then. So the security people called back and just said to see if a neighbor would check on it. You would think the alarm company would tell you that you need a permit for the system to actually do any good, but obviously not.
