Which are some of the best aparments in terms of affortability and relative safety within the loop. Thinking some in the Medical Center or something. Don't mind living among college kids.

I've just been researching the same question: affordable, within the loop - check out About.com for good info on a lot of cities. Here's what I collected this morning:
Midtown Houston
Location, Location, Location: Midtown is positioned just South of Downtown Houston. The Midtown boundaries are west of SH 288, east of Bagby Street, south of I-45, and North of US 59. Being surrounded by freeways makes this district one of the most desirable places to live in the city because of its effortless accessibility.
Where to Live in Midtown: Midtown living is made up of three components: town homes, apartments and restored historical homes. Midtown initiated the trend of builders coming into the inner-city to build new construction contemporary town homes and lofts. One can find affordable living with apartment rentals starting at $700 to upscale town homes ranging from the low 140’s to the upper 400’s. Historical homes are also being revitalized for families looking to avoid suburb commutes.
Working near Midtown: Midtown is a residential area that serves the two largest employment centers in the region: Downtown and the Texas Medical Center. These two business districts equip Houstonians with more than 200,000 jobs. The Houston Community College System Central Campus is also situated inside of Midtown. The University of Houston campus is approximately 3 miles East of Midtown.

Getting Around Midtown: MetroRail, Houston’s light rail transportation system makes one of its stops in Midtown connecting residents to Downtown, Main Corridor, the Medical Center, Hermann Park, Rice University, Reliant Stadium and the South Fannin Park and Ride


Rice Military Location :
Rice Military, which is inside the 610 Loop, is across from the neighborhood of Memorial and is conveniently adjacent to Memorial Park.
Its Famous Name:
The area is named Rice as with many historical aspects of Houston, as the family who owned this portion of land were members of the famous Rice family. The Rice family included William Marsh Rice, who founded Rice University (formerly the Rice Institute).

Townhome Real Estate:
Rice Military has an increasingly large population of new construction town homes being built in the area. With its proximity to downtown and ample nightlife, young professionals and empty nesters are flocking to the area to take advantage of the spacious town homes with low property tax rates.

I would go for midtown over med center apartments.
