I just went on wikipedia, and it seems like the Beaumont area has lost population. In orderf forMetroplex part 2 to occur, Houston Metro's expansion eastward will have to play the biggest role.

Interestingly, if NW Harris County and unincorporated areas became it's own city it would probably over time become the 2nd largest city in Texas. If that area consolidated, it would have no employment centers except for the HP business park, and would be 1 million plus commuter suburb.
But I doubt all of unincorporated NW Harris County would become one city. There are a lot of different areas in it (Cypress, Fairbanks, Klein, Champions, Spring, etc.).

No where near as significant now though. Galveston is dying, if it were a person, it would be on strong medication and hospitalized 6 out of 7 days a week.

The COH has annexed just about all of the commercial areas in the suburban MUD's. The COH gets the sales tax and rebates a small portion to the MUDs, even the Woodlands. The COH agreed to not annex for a number of years. The complete and total lack of municipal services will continue because of the lack of revenue. What is the point of incorporation if you cannot support yourself? What is the tax base for the newly made towns? The unincorporated areas of Harris County will remain disenfranchised no mans lands. All of you HOA despisers better be glad we have them. Who gonna pick up the trash and provide street lights?

It's not bad per say, but it's been wrecked so many times, that living there is a hazard. It's lifeline is tourism, which it gets plenty of.

The Storm of 1900 and even Hurricane Ike managed to pound Galveston to ruins.

The beaches, the ferries, Moody Gardens, Schlitterbahn, all these things Galveston's got that Houston doesn't makes it an important part to the Metro's tourism, but it doesn't add up to the fact that Galveston is declining in population because it's a life threatening place to be.
