I read Chronicle this morning and then looked at the link on City of Houston website.

City of Houston eGovernment Center

I guess I can't use the trashbags I just bought at Costco to bag my yard trimmings, and have to go to Wal Mart to get new "green" bags. I hate Wal Mart!

Those new "green" bags cost 3X as much. Glad I don't live in Houston proper.

I'm not thrilled with the increase in price, but given how few bags I use since buying a good mulching mower a few years ago, it really is immaterial. Maybe this will encourage some of the blow-and-go guys to mulch more and bag less.

Looks like you cannot buy them online ( if cheaper) because they supposed to have a Houston logo on them.
"Residents are reminded that the organic material must be in compostable bags bearing the City of Houston logo that will be made available in retail stores throughout the city beginning Mid-December, 2009."

Simple... mulch it back into the ground. All the pro services I've seen do this anyway.

And this is only a Houston-proper thing if your taxes pay for trash pickup, and you get one of those bins with the train logo on the side. If your HOA fees hire a private co. (i.e. BFI, WM, etc) to pick up trash, this doesn't apply to you.

Yes. If you notice, they have separated "green" waste (aka tree debris) during heavy trash pick up and are now trying to extend it to lawn maintenance materials. The problem is it cannot go to a mulch yard in plastic bags so they are trying an alternative.
