I read Chronicle this morning and then looked at the link on City of Houston website.

I guess I can't use the trashbags I just bought at Costco to bag my yard trimmings, and have to go to Wal Mart to get new "green" bags. I hate Wal Mart!

I'm not thrilled with the increase in price, but given how few bags I use since buying a good mulching mower a few years ago, it really is immaterial. Maybe this will encourage some of the blow-and-go guys to mulch more and bag less.

Yes. If you notice, they have separated "green" waste (aka tree debris) during heavy trash pick up and are now trying to extend it to lawn maintenance materials. The problem is it cannot go to a mulch yard in plastic bags so they are trying an alternative.
