CHARLESTON -- Huntington's 2014 budget will take a $1 million hit and businesses in the city will pay $4.4 million more per year in taxes if home rule legislation pending in the West Virginia House of Delegates falters, Mayor Steve Williams says.

Please, someone explain why.

Huntington implemented a 1% sales tax in order to be able to cut B&O taxes in half. The 1% sales tax generated about $1 million more than the portion of B&O taxes that were reduced. If the bill does not pass, Huntington has to revert back to the old system of increased B&O tax and no sales tax.

Actually they can keep the 1% and do away with the B&O taxes saving businesses millions more.

Here's the thing people are overlooking in this matter. For those who own businesses located outside city limits, it is to their benefit if cities don't have home rule. The necessity to have a B&O tax base rather than sales taxes, for example, gives outlying businesses a built in advantage they don't want to see disappear. If your business is closer to Barboursville than it is to Huntington, would you be inclined to ask your representative to support home rule for Huntington? The same holds true for other areas as well.

In the past cities passed B&O taxes because they were less offensive to the voters. The increase wasn't shown in black and white on paper. Cities could only enact one or the other. They now want to enact both which is what this is all about.

I'm still on the fence.

I believe implementing a sales tax requires a deduction or elimination of the some other taxes and/or fees.

Williamstown City does not have a B&O tax but they implemented a 1% sales tax.

I do not live in the city limits but have the same zip code. On at least two occasions, online or catalog purchases have charged me 7% instead of 6% sales tax.

It's one or the other. You can institute a B&O tax or a sales tax but not both. Home rule will allow cities to do both.
