People do sit in the left lane when they really should get over. I got on to my friend when we drove to Atlanta because she stayed the entire way in the left lane and only got over when someone was on her butt. Honestly, Huntsville isn't as bad as some of the major cities I've been in comparatively. Something people forget that we have a lot of international drivers here as well. Different rules in different countries all attempting to drive in one city where no one knows the rules. The talking/texting really gets on my nerves, I'd rather not die because you had to talk to the same person you're probably driving to see...Really it ends up being a lot of people doing annoying things to others (riding your bumper, yapping on the phone, etc.) then those people trying to exact payback (slamming on brakes, hand gestures, etc.). I kid you not though, I did see a guy on his BlackBerry, with paperwork and he was actively reading it, drinking coffee in one hand, smoking a cigarette in the other. I used to get behind this lady every morning on the way to work who decided doing her makeup while driving was the best idea...every single morning...

There have been times in the past when on I-65 north of Birmingham, the right line was so rough and potholed that everyone drove in the left lane and only pulled over when a faster car came up behind. U.S. 72 in the Hollywood-Stevenson area used to be this way too.

It is downloadable. I don't have the URL handy, but google the AL DMV and you should be able to find it. I did 4 years ago, anyway...
