Huntsville loves the tax revenue, and developer income, but is myopic with respect to provisioning adequate infrastructure. HSV admin is only now seeming to realize it can't allow businesses to build 30 feet from a highway that will in 5 years need 5 more lanes. It's not Mayberry anymore. Putting off hard decisions so long has resulted in the road system that dumps everyone into the middle of HSV with no way to get around.

It appears that the service road extending across CHapman Mt. to Harris Hills is nearing completion. What next? Will the shopping center be developed next?

No... First, the rezoning has to be approved by the city council (on the agenda for tomorrow's meeting). The shopping center's still a good 2-3 years out at the earliest. But you'll probably see outparcel development (restaurants, banks, gas stations, etc.) along 72 in the area between the Wendy's and Subway within the next year or so.
