Koorsen up on Wholesale Ave will refill your cylinder and hand back to you, if it's important for you to keep your own cylinder. I think anyone else in town only swaps. But I could be wrong.

Williams Brewing, Adventures in Homebrewing, ebay, Sabco(many many other online shops) all sell legally used kegs. Around here, you could try going to the beer distributors and asking for damaged kegs. The local breweries have too much money tied up in their kegs to sell damaged one to the public, from experience they'll just make them work instead of selling.

CL or join the Rocket City Brewers Club forum and ask there. They are always modifying the kegs into 10 gallon brew pots. They must know of a source.
