Do you think taxpayer money should be used to "incentivize" (i.e bribe) such stores in coming to a city?

Why not? It creates jobs & brings in new sales tax revenues.

Yeah, I don't disagree with it either.

I mean I don't like what was done with Belk, but I would be happy if Tommy Battle spent as much money to bring Bass Pro to Bridgestreet or something.

It just depends on how much of your soul do you sell. From what has been said about BPS track record is that some of these cities bite off more then they can chew in the hopes of landing one.

Why does this has to be about your "soul"?

This can be a win-win negotiation if it is done right. Do not look at what you "give-away" but look at what you will "gain" as well.

Also, a lot of investment (public) in these deals are stipulated for infrastructure. I believe this was true in the Belk deal as well. (sewer work and water retention)
Infrastructure improvements remain in the public realm even beyond the life of a business.

I agree. Unfortunately, this was infrastructure re-work primarily filling in a stupid pond so a business could move down the street. Somehow the amusement park does not seem so silly now. All the "flagship, high-end, this is not your normal Belk" talk was a masterful bait-n-switch that rivals ObamanationCare!
