I was just trying to make the point that budget proposals from the President are not a good source since most Congresses don't take them seriously anyways. The same goes for the recent BRAC proposals from the Pentagon since they reflect the President wishes anyways. What matters is what the Congress thinks. I haven't heard BRAC being a priority for anyone in Congress lately. BRAC would have to be a new item in the budget. We will have to see if there is even a budget for FY2015 since so far there has been none.

The matter right now is a discussion based on speculation. What has to happen is:
1. Congress comes up with a budget for FY2015 which includes BRAC
2. Congress passes the budget
3. The President signs it

Of course BRAC could come in a stand-alone bill but I have not heard of anyone actively working on such a bill right now.

What bases in AL were affected by the last BRAC (by name and location)?
Did those bases gain employees/jobs or loose them?

I was in Maryland during the last BRAC. And they closed a small "base" I was working at, but another larger base in Maryland (NAS Patuxent River) was gaining jobs and I applied and was hired there (and I moved).

If you dig through the text of the document below you can see how some the the smaller military installations in Alabama were affected by the 2005 BRAC. It seems that Redstone Arsenal near Huntsville, AL had the most to gain from that BRAC.

I bet Huntsville has grown a lot since I was visiting there for business back in 1999.
I know the Lexington Park, MD area did as NAS Patuxent River gained a ton of jobs from earlier BRACs (1995?)
