The Federal Judge overseeing the Huntsville BOE vs DOJ desegregation order directed that the results of the mediation be made public:

Summary:

Huntsville City Schools can apply for Unitary Status (i.e., getting the feds jackboot off the city's throat) in the area of "Transportation".

After the HCS Facilities Plan for construction (and closures) is fulfilled, the schools can apply for Unitary Status.

Else, the City is still under Federal Supervision.

The Proposed Order includes some truly stupid actions - such as instituting lotteries for minority to majority transfers - IMO lotteries are a irrational method of choosing student transfers.

The Proposed Order also reiterates that the previous (black) Superintendent's policy of having only black teachers / principals teach black students is not equitable (which the current Superintendent tossed in favor of complying with the deseg order). Note that the DOJ actually used the prior Superintendent's policies against HCS, even though it was liberal orthodoxy at the time.

Read it all - enjoy the suck.

PS - there are some reasonable items in the proposed order. Also note the Public Comment dates and locations.

The whole situation is quite sad and no amount of rezoning or shuffling is going to fix it. Teacher morale within HCS is quite low and a huge part of that is due to this desegregation mess. I've spoken with a few teachers and they all dream of working in the county system.
