There are mounting pads for streetlights but no light poles are up yet. The eastbound exit ramp could be interesting in the dark.

Scott McClain has sold it or at least gone into a joint partnership with a company in Chicago - The Madison County Tax Assessors Office has the emailing address for the owners as an address in Chicago. Even with the out of town ownership stake, this project still can't seem to move forward.

Site work has started on the amphitheater. Design work is still in progress.

Scott McClain sold his interests in Constellation over a year ago. He will probably still be involved as a commercial broker for the development. The planned apartments there should start in the next few weeks.

The Tax Assessor records show the address of Constellation Development LLC to be "1535 North Elston Avenue, Chicago, IL 60642". A web search has shown this to be the address of Equibase Capital Group LLC and its subsidiary Heartland Real Estate Partners.

Default The I-565/Town Madison Blvd Interchange being closed is a disaster

The Rocket City Trash Pandas President and CEO Ralph Nelson said that the East Bound Exit Ramp onto being open is a "disaster" as the Trash Pandas have their opening game in May. His concern is that if 7,000 fans have to wait hours to get into the stadium parking lot for the first game, they won't come back again.

The crux of the matter is this:
1. The Alabama Department of Transportation won't open the Eastbound Exit Ramp and the Eastbound onramp until the West Bound Flyover Ramp is if not open, at least under construction.
2. Louis Breland committed to pay for the flyover ramps (both east and west bound) several years ago when he expected to pay $22 million. However, the cost is $10 million more. The City of Madison was to pay him back that money over several years.
3. Now, Madison Mayor Paul Finely said the City of Madison is pursuing finding financing to pay for that difference in cost.
4. Unless and until construction is started on the Westbound flyover ramp, the Eastbound exit ramp will remain closed.

The unfortunate situation situation that the City of Madison faces is that Louis Breland got the City to make large investments under good faith that he would pay for the entire Town Madison Blvd. interchange - They wouldn't have purchased the land and built Toyota Field if they thought that wouldn't happen. Now, they are essentially at his mercy. Hopefully, the City will be able to find the funds to make up the difference and Breland will pay the original $22 million he promised.

Madison is facing another challenging situation with Breland at his Cliff Farms development on the north side of town on U.S. 72 - The City won't annex the development unless Breland commits to paying for a new elementary school because the number of kids living in the houses in the development would lead to overcrowding in the existing schools. So, the way things stand now, Cliff Farms will remain in unincorporated Madison County and the kids there will attend Madison County Schools. Even though it is in the County, most likely the homes will be on a sewer line because the land is in the Harvest Monrovia Water and Sewer Authority District and they have required all new developments over 15 lots to be connected to a sewer line - no septic tanks are allowed.

The City of Madison has already lost the sales tax revenue they received from the old Publix that was located at Hughes and US 72 and moved to Cliff Farms. There may be other local businesses to relocate there, too.

This would also adversely impact any future tenants most notably the long rumored never confirmed Margaritaville hotel. No access no customers. Bet aldot is giddy over this holding them hostage.
Basically blackmail. Breland seems to always have issues with his work. If they started today on the flyovers it would probably take them 18 months to be completed.

Well that has all turned out as predicted. lol Only thing missing is the lawsuits. I'm sure everyone will start suing each other soon.
