The first one is right, de-kay-der the t actually sounds like a d when you say the word.

The first one. But I don't know why some people think the "t" is prounced as a "d." Our city was named after Commodore Stephen Decatur.

Bet you pronounce Delano park as De-LAY-no. It's Dee-kay-ter. And DE-lah-no, accent on the first syllable. As in Franklin Delano Roosevelt.
