I'm confused.
United Launch Alliance, a joint venture between Boeing and Lockheed Martin, builds Delta IV rockets in Decatur.
So...what is United Space Alliance? How is it different?

USA manages the Space Station. I used to work with a lot of them at JSC in Houston.

United Space Alliance, USA, was formed many years before the United Launch Alliance. It was formed by key Shuttle contractors that includes Boeing, Lockheed Martin, ATK and Pratt & Whitney Rocketdyne. USA was formed as the Space Shuttle support contractor. They were formed because NASA was trying to 'privatize' the Shuttle program, getting out of its launch & operations. So much for that!
So, since the Space Shuttle is schedule to shutdown in 2010, there has been waves of layoff of USA employees. The bad thing is that I don't think the parent company (Boeing, LockMart, etc.) will take them back automatically. They have to apply for job just like anyone outside the company does.

If it was a proportional cut based on number of employees, we'd be talking maybe 20-40 Boeing IDS employees in Huntsville? (I don't know the exact numbers, just being hypothetical). Not sure what percent of the 3000 Boeing employees in Huntsville are IDS either.

Companies like Boeing will not do a major one-time layoff announcement. Instead, they will layoff 30~50 at a time spread out over period of months.
This way, it avoids the negative publicity associated with massive layoff and get itself out of media's cross-hair.
When confronted, they'll simply say this is a part of on-going 'restructuring' that was announced earlier this year....

Also, Boeing made some sort of announcement back in January(?) about 4,500 + 5,500 = 10,000 layoffs (??)....I think it was Boeing wide not just IDS....going on bad memory here...
