I don't know a tremendous amount about FCS and Boeing, but I had heard it would mainly affect SAIC.
What the Boeing policy states, if an employee with a layoff notice is a "qualified candidate" then they have first hiring rights. So, if job req requires 20 years experience in yada yada and Candidate A with layoff notice has 22 years experience with yada yada and Candidate B w/0 layoff notice has 25 years experience with yada yada, since candidate A is a qualified candidate according to the job req, they would be hired. That's how I understand it, as explained by HR.
HR also keeps records of the structured interview process so if any questions arise, they have a reference. Boeing also interviews by board, not just and individual. Usually there are at least three on interview panel. Boeing has standard questions (8-10) for each job req that every candidate is asked and panel takes notes of responses, and panel has the option to elaborate or ask additional questions. But all interviewees must be asked the same standard Boeing questions. So there is a "paper trail" of the process. Really no good ole boy system.

I understand what you wrote and it makes sense. The thing is, so often reqs (not just Boeing) are sort of broad in some senses and specific in others so even if Joe Layoff had more experience he might not have Specific Skill 69. Or he may have Specific Skill 69 but one less year experience than Bill Non Layofflist. It sort of gives management an opportunity to get around the intent of the rules. Am I being too cynical?

Talked to a few friends at Boeing HB/ Anaheim. Fortunately they're doing OK.
I learned about 30 people got the 60-day notice at the Anaheim GMD program, probably more but that's what I found out. I'd suspect quite a few at VAFB GMD got cut as well.
Also found out that FCS is not "canceled", but "significantly restructured". Both Boeing & SAIC still keep the LSI role, however.
But those I talked to do not think that they're out of the woods yet, as more layoff is coming later this year. Many do not see themselves can outlast the next wave.

Is the next layoff wave also GMD or is it another program such as FCS? Any idea when the next wave will occur? Man, I feel bad for these people. I've been through layoffs myself and the waiting and wondering can be worse than knowing.

GMD folks both Anaheim & Huntsville.
