It's a CDP. That's all I know about it. And the road, of course, where people don't like to yield going on to 72/565. That's got to be one of the worst intersections on the east side of the greater HSV area.

I hope this is a typo, but you're not supposed to yield there. You're supposed to merge-- notice the lack of a "Yield" sign and the 1000' acceleration lane going up the mountain. The people who yield there are the ones making the intersection more dangerous, and risk getting themselves rear-ended. I think the state should put in some separation barriers (like the ones at Airport Road and the Parkway) there to discourage people from doing that.
Anyway, Moores Mill is a census designated place (CDP) and I think it's going to stay that way for a while. There's not too much commercial left for any new city to be incorporated on the northeast side-- places like Kroger and Publix are in Huntsville city limits. With no sales tax revenue along with low property taxes, there's no tax base to provide basic services like police, fire, sewer, etc.

wrong term yes, what i mean is people jump from that merging area into the left-hand westbound lane with no regard for oncoming traffic and no concept of how long it is going to take them to accelerate to proper speed.
it's on them to merge, but they don't, they just walk all over both lanes
it's much worse when a large truck or speed-limit bound driver is also merging-- people under cut them on merging then box them out
it's just downright scary.
i know the concept of merging is lost these days-- everywhere, not just in Alabama
(edit, for clarity, i never go from that road to 72, i'm always coming westbound on 72 watching the mess unfold -- i don't know what sign is or isn't there, but you're right, they need an improvement)
