Have they removed the height restrictions on the buildings downtown yet?

According to the news last night, not necessarily removed, but changed. The absolute 10 story limit (interesting since there are already several 12 story buildings downtown) has been lifted, but there will be graduated height restrictions to protect existing nearby neighborhoods. This seems like a reasonable approach to me.
