You're incorrect on this point, my anonymous friend.
Nothing wrong with hiring young engineers, in fact; it's highly encouraged. They are like puppies, very eager and wanting to please. But they need to taught, trained, and properly mentored.
Massive hiring of young engineers while getting rid of your more senior, experienced, seasoned engineers is an error in management judgement & in leadership.
Perhaps I can introduce to you Gen. Collin Powell's leadership principles sometimes....

Why? Can't get your work done in 2 hours during the day like all civil servants do?
Oh wait, LtG O'Reilly must be in the building, and you were too busy to let him know how well his "..." ...strategic, demographic adjustment move ..." is working?
You know that in MDA, every civil servant position needs to be supported by at least 2 contractors. Afterall, we all know that it is the contractors that make the civil servant looks good. How do I know this? Here's a hint: I am a civil servant and I look... marvelous !!!

The MDA workforce consists of more than 5000 people. To me, hiring 100-200 young engineers every year is common sense, and hardly "massive".

I agree with HB2HSV about getting rid of the older work force can be a big mistake. We are not in government but we have seen this in the private sector. Companies get rid of their higher paying but much more seasoned and full of wisdom and experienced workers to save a little money. Age discrimination is going on all the time. I know this is not relevant to the conversation here about the government but my 2cents about age in the work force!
