This is not the last phase, there is a third phase that has the roads cut, but not yet graded.
I just bought a home in this neighborhood and was very pleased with the experience. Being near the new school was a plus for us.
The HOA met last month and voted on a new pool and clubhouse over on lots 87 and 88, I think.

We had our own agent for a diff. WH sub. And we got over 30K off the asking price.

It will depend on which neighborhood and whether you are buying a spec home or a presale/new construction. They will be more eager to negotiate on a spec home than new construction. It's not out of the question to negotiate on new construction price, but it's normally more common to negotiate on upgrades, closing costs, etc. on new construction instead of actual sales price.

Who is paying for the new pool and clubhouse? Will is be the HOA or will it be the developer.

uahacct...that's great news! I know last year they voted it down  It will help, I have had many clients who did not choose Whitworth Farms because they did not have any amenities (except for the lake!).
Have you heard any "specifics" yet...timeframe, due increases, ect?

You sound very knowledgeable about the real estate industry; especially new construction.
Based on what I see in the new spec houses, WH is using different standards for their construction on the interior so the spec houses are cheaper. Jeff Benton homes is also offering all kinds of incentives to buy their houses right now, new construction. Is WH offering incentives? In this economy, they should. Like upgrading the kitchens to granite or the floors (now they are prefab BRUCE HW vs hand finished on site) and cabinetry could be a "free" upgrade.
Any other builders giving incentives?
And I am curious about how the pool will be paid for at WF. Are they liberated from the declarant yet? How are they flying this by the declarant if not?

Thanks-- I'm no expert or insider, just have gone through this a couple of times and did my homework  Your mileage may vary (and probably did! was your 30k off a spec home or a pre-sale?)
I didn't make it to the HOA meeting, but last year's proposal was apparently an increase in annual dues and the HOA paid for the improvements ( ::Whitworth Farms & Whitworth Gardens HOA Website::). The website leaves much to be desired... I don't know about this year's proposal, and who will pay or when it will happen. If I hear updates I will post here. By the way, I believe the declarant still controls the majority of the board.

We also did our homework--but hard to do all the work when all the "texts" aren't available and the "teachers" don't give ALL the notes
