I remember what happened after hurricane Andrew. Many apartments were destroyed and eventually demolished, or allowed to decay for months, even years till repairs could be done. The fight between insurers and landlords can ast a long time. With all the upside-down properties renting for no or negative profit, with an unstable government-dominated insurance industry, and with tons of sub-standard construction, a major hurricane will mean that a lot of renters end up homeless, and will be living in tents or trailers.
