Can anyone suggest state parks or national forests (or any other wide open recreation areas) within a 1-2 hour drive of Idaho Falls that allow dogs to be off leash? I did plenty of research on the .gov websites and I didn't get a good answer

I will text a friend of mine and see if she will reply as they take their girl many places off leash. She (they) might be out playing this weekend.....

I will add that if you plan on taking your dog out and about, you might want to discuss snake bite anti-venom and flea/tick preventive with your vet.

As the general rule, BLM allows off-leash hiking with dogs; outside of campgrounds, so long as the dogs are not bothering other people. Just call the BLM office in ID falls.
And not only snakes are a problem. Some dogs will take off after a rabbit, fox, etc., get lost and never be found again. And there are coyotes and cats out there.
