Well i have never lived in Riggins. I know I have been through it a few times but honestly can't recall what it was like.
I have lived in Northern Idaho about all my life and the fishing is fantastic. If your husband is into the outdoor lifestyle then I think you are making a great choice.
If you decide you want to look in the Coeur d'Alene area post that on here and I can help you out more.

I spent three days in Riggins last summer. I wish I would have spent three weeks. Some very nice people in that town.

Awesome fishing, boat races in April, fun summer rodeo, and guided rafting are all great. Shorter days of sun - you are in a steep canyon for the most part, but it is warmer than, say, McCall. I don't live there, but travel through from time to time. Go visit!

Riggins is dry semi desert at the bottom of a steep narrow river canyon. Gets very hot in the summer. The Salmon River is awesome and Riggins very close to one of my all time favorite hiking areas... The Seven Devils-(Alpine lakes, rugged peaks etc). Another great hike is up the Rapid River-just an amazing place early season-plenty of rattlers though.

So much to do and explore if you like the outdoor life style-close to McCall for skiing. 3 hours to Boise,3 hours to Moscow. Most famous for the rafting. Isolated and small but a pretty nice little town-also I have some friends who live there and you can grow just about anything if you give it water. Very long growing season-lots of nice fruit trees etc.

The canyon walls are stunning and steep
