I would say that's an overgeneralization.
If you look at a site like
The Tax Foundation - State and Local Tax Burdens: All States, One Year, 1977-2008 you'll see Idaho ranking 13th overall for tax burden. I'd say that's pretty considerable.
(AZ is 41...big jump there for you)
Income tax is the worst because it actually punishes success and savings.
I would rather have low/no income tax and pay more in sales or property taxes. At least those are to some degree controllable.
