It depends on what you mean by "best." Most commercially successful as in potatoes used for McDonald's and Ore-Ida products etc., the potato farmers that formed their own co-op/union so prices couldn't drop back to $2.00/sack - a first for Idaho and one that a Harvard professor wrote about, or somewhere you can dig your own potatoes (if you are visiting after July) to taste fresh Russet Burbanks?
Blackfoot has a museum of sorts. Depending on when you may be in Idaho, Oct. is the magic month. Potato harvest usually is then. One regional event happens in the more rural school districts: the students don't have school for two weeks in Oct. in order for them to work during potato harvest. Not every school district does this, but those who have a high concentration of the student body whose parents raise potatoes as a major crop, do.
Probably, you thought this would be an easy answer. It can be complicated, depending on what you would like to see.
Also, would this be for adults or would children be involved as well? It is very fascinating for those who haven't seen it previously to watch all stages of growth from how potatoes are planted, the pivot sprinklers, work done in the fields to maintain the rows and decrease the weeds, the crop dusting by low-flying aircraft and finally the harvest.
I hope I've helped you think a bit more about what you might like to see. Maybe some of us can give you more thoughts when we know more about your interests.

P.S. My father mainly raised potatoes on his farms and my brother currently does. I know a little bit about the subject, as do others who post here.
